1985 Wellcraft 170 American 3.0L Alpha 1 gen 1 upper shift shaft

Anyone have some creative ideas on removing these set two screws? I have been using a Dewalt Impact driver and have bent 4 flat head bits trying to remove. I would rather not have to buy a new shift shaft if at all possible. Do these seals keep water from entering the drive shaft bellow?

I don't know what they do, but if it were me - I'd take a mini-torch and heat them real good, then let them cool. Not saying its the right thing to do, it's just what I would try.

if they have been corroded from water entry drill a 1/4 inch hole next to the existing screw and snap the arm off.then you can recover the screw and reuse it if it hasnt been buggerd up too much. the screw screws into the SS shift shaft not the arm.
then the shaft just pulls down and out

I have a new shift lever so I may end up cutting the old arm off with a dremel and then try and remove the set screw.
