1985 Yamaha 40hp

Motor sound great and runs but even at full throttle will only go between 5-8mph. I changed the fuel line thinkin it was old and ethenal had dissolved the line. Could it be an impeller issue? Also noticed that the water outlet hole is more spraying water rather than a nice stream. Would that be the issue? I'm fairly new to outboard motors so any advice would be extremely helpful.

When a motor runs, but won't go fast at full throttle, the high speed jet is usually plugged, clean/rebuild carb(s) with carb cleaner and compressed air.and a rebuild kit with all new gaskets.and adjust the float.
If this is a new to you motor, you need to go through the whole motor and do all the maintance.
Drain and refill LU, replace all fuel filters, new impeller, and everything else.
