1986 140 hp Looper High Idle

I just got finished redoing my lower unit with new seals and new pump and i also realized over the winter that I had two intermediate jets wrong. I put it all back together today and i can't seem to get the idle down. Its at 1000 RPM on the muffs but i got a cloth over the prop to simulate back pressure. I checked both throttle plates and they are closed completely. I even pushed back the adjustment screw on the slow speed timing and it sits at 1000 RPM. Before I retarded the timing it ran at 1200 RPM. Shouldn't I be able to kill the engine by just retarding the timing? I didn't have this problem last year because the jets were wrong on 2 cylinders and it would sputter and die. Any help with this issue would be great. Thanks.

1200 on the flushette sounds about right. The rag isn't going to do much of anything. At 1000 on the flush it may die in the water when in gear.
