1986 35 HP Mercury(no power trim) not tilt-locking in reverse

After changing my water pump my motor no longer locks in reverse. This causes the Motor to tilt up out of the water when giving too much gas in reverse. I understand how the spring and cam system is supposed to work to engage it. I popped the lower off today and I can’t figure out how to get the cam right. I twisted the splined rod to change gears went through all of them trying to figure out how to get

I think I understand how the spring and cam system is supposed to work to engage the lock. I popped the lower off today and I can’t figure out how to get the cam right. I twisted the splined rod to change gears went through all of them trying to figure out how to get it align properly. It still seems all out of adjustment. In no gear does the lock engage at all. Any help/advice would be greatly appreciated thank you!
