1986 40hp Evinrude e40elcde

I had both carbs rebuilt about 4 weeks ago. Other than the electric primer system not working the motor will idle fine all day long in the driveway. But on the lake it will not idle unless I put the choke on just enough to keep the motor from cutting off. And at low speed it will also cut off unless I give it some throttle.

How can I fix this???

You really need to set your idle on the water because the back pressure of being submerged makes a difference. You can do it at the dock or even while it is on the trailer in the water.
