After several years I decided to see if my bilge pump was still working. I put the plug in and flushed out the bilge, letting the water back up into the transom well. The bilge pump did not start :'(, I tried turning the manual switch on located on the dash but all I could hear was what sounded like a solinoid switch clicking on and off. Is there a simple way to check out the bilge pump without having to take it out :/, or is just taking it out and checking it the only/easier way?

When I was young the fish were so big we had to fish from shore with a tow truck line.

sounds like a auto-reset circuit breaker...if the pump is clogged it'd trip a breaker or blow a fuse.

Pull it Out,....... I'm Betting it's Dead or Clogged......

As Bondo says plus once fixed please don't wait several years to test it again, this should be something done on a very regular basis!
