1986 Evinrude 8hp Starts and idels great motor surges under load

I have replaced gas tank and fittings hoses look good and tank is vented. I have tried squeezing bulb, does not help. Occasionally problem will go away for only a few moments but returns.

I think there is a screen in the fuel pump to check. Also try cleaning the carb bowls and main jets.
