1986 force 50hp outboard (NOT STARTING)

I have a 86 force 50hp outboard motor that was slightly running, this year we are having problems getting it to fire off an run. it has backfired a couple times while cranking it. the coils have been replaced as well as the wires,plugs and carb. when testing the coils there is still no spark to the plugs..any help or advice it would be greatly appreciated.

How does an engine slightly run?? Explain. There has to be some spark in order for the engine to backfire.
