Perhaps I should just disconnect the VRO and mix the fuel...do you think that would unstick the carb? Or should I be checking that first? To disconnect the VRO it is just unhooking it, capping the nipple and disconnecting the alarm system...right?

I don't believe that will have any effect on carb float.That will have to be dismanteled and freed .Inspect all carb components as well.What mine started doing was smoking like a pig on start-ups because of rupture btween fuel and oil half of pump unit.At rest the oil would flood into fuel pump cavity and when I primed the bulb it would push oil rich mixture to carb inlets.If it sat for two days it would smoke moderately.However , if it sat for a week or more it would control mosquitoes in south texas.If you decide to disconnect we can discuss procedure.

Well, I checked the lower carb float and it appeared to be working and not sticking. In fact the carb appeared as new...not what I expected for a 16 year old motor. When I spray engine tuner in the lower carb while running the rpm's pick up. Question is what else might cause the lack of fire in the lower cyl?

Hey Walleye, do yourself a favor and toss that vro fuel pump in the garbage.Get a mechanical fuel pump for $45 and change the fuel lines. Now you will mix it yourself. take a spray bottle with an ounce of two stroke oil and top it off with gas. pull the front plastic cover off the carbs spray into the top one shot wait 10 seconds then spray into the bottom. If the rpms pick up that carb is running lean and needs to be cleaned/ If the engine bogs down the carb should be fine. It sounds like that bottom carb needs to be cleaned. get some carb cleaner and take it apart and blast your low speed jet , high speed jet and needle and seat. take the little straw that come with your gumout carb cleaner or berrymans and blast every tiny hole in that carb. put it together and test with spray bottle. If engine bogs down after one spray . go fishing
