1986 Merc 90hp outboard runs a little rough at low throttle

would a new fuel filter and spark plugs help a motor that has not run in a couple of seasons run in gear at low throttle? any help would be appreciated

That engine is notorious for rough idle, Gran. We were never able to get my son's 90 to idles smoothly.
