1986 mercury 115hp power trim problem

I have the above motor and the power trim is not working, I took apart the pump and it is functioning properly (I work for a hydraulics company) and the mechanic said it was functioning properly. The motor spins with no problem. It is a 3 ram trim system. I put the motor & pump back in and filled it back up with hydraulic oil, and I think that I just need to get the air out of the system, my s/n is A907960. the part# on the pump is 6278. Any Ideas?

...it could be a bad thumb switch. Mine was bad and is located on top of the throttle arm. Check the up/down solenoids by placing a screwdriver over the positive on the up and the negative of the down.

So the motor works when you hit the switch in both directions?
It is a mostly a self bleeding system and if there's fluid in the resevoir, it should move!
Or one of the rams or the tilt shaft may have seized.
Is it in the up or down position right now?
If it is up, do you have the tilt lock on? If so hit the up button a couple of times for a few seconds and then crack the fill cap and top up with ATF.That should purge some of the air out. Replace cap. Release the lock and hit the down button.
If it then goes down, continue to the bottom and then keep hitting the down button a few more times and then return to full up, engage the lock again and crack the cap and refill.
All purged!

If it doesn't want to move try cracking open the manual release valve on the starboard side of the transom bracket.
If it still won't move, something is seized, either a ram or the hinge shaft.
