1986 Yamaha 90 hp 2 stroke ETLJ - problem with throttle control pulling back

I'm having a problem with the throttle control having to be manually pushed and held forward when trying to go above approximately 10-12 knots. I suspect this may be related to the throttle cable but the cable is brand new. If we're going long distances it is really annoying. Any suggestions?
