Here's my problem, I run my motor w/ muffs on and all is good. I put it in the water(ocean)and she kept dying. I noticed exhaust fumes coming out from top cover. I took off the cover and she purrs. so I inspected and I see the rubber exhaust boot(pee hole) was not connected, by that I mean it looks connected to the engine but not the 2 exhaust/ pee holes. Is there a way to reconnect it. I see the big snap ring on one side but what goes on the other side. I hope 12 Footer can help me. Also is it normal for water to be in motor leg housing/cover?

If you reconnect the boot your water problem will go as well. The only way is from the top.

Is it normal for water to be in the lower leg covers or is the seal at the lower leg bad and how hard is it to remove the lower leg covers. Will perma-gasket work?

I would guess that water is not a problem and it will find it way out. The exhaust tube connection doesn't have to be water tight at the peeholes but get more than my opinion. There are more than a few wrenches here to ask.
