That's getting closer to what I would think of as the average price for that boat in that age range. However. . .
Condition and maintainance are EVERYTHING. A boat that's in below average to poor condition would be worth less than half of that price. A boat that's is above average would probably be worth a few hundred more in the peak season.
In general, most owners tend to overestimate the condition of thier boat relative to other boats of the same age. So an owner that states the boat is in "above average" condition, probably has an average boat or even slightly below average. Only an eyes-on can tell you for sure.
Also, the bottom line in price depends on the owners motivation as much as the boat itself AND it depends on how many options you, as the buyer have in yoru price range.
If the guy's wife is nagging him to get rid of it because it never gets used and now they'll have to pay $500 to winterize and store it, he's motivated. If he's storing it in his back yard and he hasn't got a new one already, he's not not as motivated.
By the same token, if this is the 15th boat in this class that you've seen up for sale this month, then you have options.
In my area (Minnesota), bowriders are everywhere. You can't give the older ones away. Cuddies in the 20-23 foot class are rare as rocking horse poo. I had to jump on my Wellcraft like an alligator on a poodle when it came up for sale and there was literally another couple waiting to see it if I didn't buy it. Needless to say, negotiating room was limited.
