1987 48 SPL Coils

I'm still in the middle of doing a bunch of maintenance so I decided to do a basic check on both of my coils. Both were at 0 when checking the ground to the primary post. However, when I checked the ohms between the primary post and the secondary post, one gave a reading of 382 ohms and the other was at 389 ohms. The manual gives a value of 250 ohms +/- 50. Should I safely assume that both coils are bad and should be replaced?

while checking stuff, under flywheel , look for the black sticky ooze from the charge coil or ignition sensor
primary 0.1 +-.05 secondary 275+-50 from factory manual

Measure spark with a tester. If around 1/2 inch and sharp, assume the ignition is good.
