I am really confused, i figured maybe the impeller was bad, after replacing it, still no water coming up through the leg. The first time i tried the water line was just above the intake holes, the second time i tried the water was coming through muffs...
Am i missing something? I took the leg down again and its hot and no sign of water.... so somewhere between the intake holes and the impeller there is a blockage?

I watched a Dangar Marine video and he talked about a certain outboard not having a self priming pump which means that the motor had to be deep enough in the water with the waterline closer to where the impeller is for it to make vacuum and suck up water. Is this the case with this motor?
If that is the case than i have to put the motor back onto the boat and put it in water to do any further timing/carb setting.
Is that correct, this is really bumming me out.

the motor starts and runs, I checked compression (118-115-110 ) 1,2,3 in that respective order, i replaced the spark plugs, changed the gear oil. Just wondering why its not pumping water (no water was coming from the 2 exhaust holes or from that plug by the thermostat (didnt run it too long since it wasnt pumping water didnt want to do damage.

I might have answered my own question with more research here. I will need to find a deeper bucket it seems... or get the engine back on the boat and the boat in the water to test it.
Not quite sure how much pressure was coming into the muffs, but for a fact the first time i ran it, it was not in the water with the line past the cavitation plate.

Got an old 44 etc etc you can use as a tank to put the leg in?
sometimes muffs don't get put on exactly as they were last time or move around when you're not looking,
try putting a f clamp on the muffs to hold them in place,

same thing happened to me last week,

easier to do the above than drop the LU and find the impellar has nothing wrong with it.

wife didnt like that i was so down about it and suggested we put it in the bathtub and run it with a drill and a socket with a rubber glove shoved over the shaft to protect the splines but also because we dont have a socket to fit the splines exactly, the rubber fills in that gap nicely.
water got about the cavitation plate like the people mentioned in the post i linked above, soon as that happened i turned on the drill and bam. water pumps like its supposed to! so looks like i will have to save the timing & carb for when i can get the hull patched up and take it out for a water test (i plan to take it to a lake thats not used alot by boaters because of the lily pads before i seal in the floor.
Thanks for the help!
