Don't get a prop until you get us your performance numbers.
Your diameter seems undersized at 13 1/4" X 17. 17" props for 3.0 are 14 4/5 diameter to about 15"
Does your present prop seem to have issues?

The OMC 400 stern drive is a 4-1/4" gear housing. Like the same size as a V-4 gear case. Any 4 blade prop available for it would be in the 13" diameter size range.

Where did you see a 16 pitch available?

All I see is 2 inch increments up to 19 pitch, then one inch increments after that.

So it seems that your choices are 17, 15, 13, etc.

You needn't purchase anything until after the water test.

Well the boat was Almost perfect.

The good:

1.The shifting from Reverse to Forward "vice versa" was good.
2.The idle was great. No hard Shifting.
3.The engine runs without any issue.
4.The Temperature is great.
5.The Hull is good. NO leaks. very stable
7.All the pump works

The bad:

1. BOAT slow as HELL with ONLY 2 People.. I will most likely have 3 kids. 3 adult
* 20Gallons of Fuel
* No water inside the hull
* The Engine seem like its RED LINING, but it seems like its going at 15MPH
2.Maybe the RPM was incorrect. but when push to the petal. the engine sounds really loud. but the boat was going maybe 15MPG
3.Trip tab has a LINK on 1 hose.

but then again. its only 140HP..

Going to WOT test this boat. but i have no RPM Gauge..

I'm not sure if the gauge is accurate. but i was going by the SOUND. it was HMMM HMMM HMMM HNMM. loud.

3000+. but the Gauge it self could go up to 6000. but it never reach half way.

Ayuh,.... Unfortunately,... Vroom, Vroom doesn't give ya any numbers to diagnose yer issues,...

Without concrete answers to the questions in the link I posted above, there ain't no movin' forward,...

what Bondo said.....what did your TAC read at full? is trimmed down all the way? assuming your engine power is ok, 140hp with best prop application should be able to shove that boat up on plane and get 30 out of it, I would think...........
