1987 classic 50 45hp tilt & trim problem please help

I have changed the up an down solenoids in my motor and I'm
Still get nothing but a clicking sound, I have jumped across the
Solenoids and the motor will raise an lower. Can anybody help
Me with this please.

Can I install tilt and trim on a 45HP Merc...or classic 50 that has never had it before...or does anyone know where I could buy a good cheap motor that already has it.
