1987 classic 50 mercury power issue

I just recently replaced all the electrical components on my motor and now it won't turn enough rpms to get the boat on plane. So now I'm stumped. The stator I ordered off of eBay appeared to have previously bolted down, so I'm wondering if it's my problem. I checked spark at high rpms on muffs and it looked good. I also cleaned the carbs and it runs great at low rpms. Any help would be appreciated!

How did the motor run for you last year ?----What other trouble shooting was done if any ?

The motor sat up for a couple years until I finally put the carburators back together. It ran fine before that other than needing the carbs cleaned. I did a compression test on all cylinders and they all seemed good except one had about 15 psi less than the others. When I pump the fuel line bulb it doesn't help. Sounds really strong on muffs but that is not under a load.

Ok I sprayed a whole can of carb cleaner into the carbs while on the water. When I sprayed it in the top carb the RPMs increased. When I sprayed it in the bottom carb it would bog down. This leads me to believe it's a fuel issue. Any other suggestions.
