1987 Evinrude Tilt and Trim not working. Please help.

Hi members,
I seem to be cursed with T&T issues. My last 70hp Johnson issue was resolved on here and now this outboard is giving me grief.
The outboard won't raise or lower. I have the switch on the control only and when it is operated i can hear the relays clicking away but nothing else. The battery is fully charged as it spins the engine easily.
How can i diagnose the issue?
I also have a dash mount/auxiliary switch that came with the replacement relay box for my old outboard but because the relays are clicking it leads me to believe the switch on the remote is fine.

Problem solved members!
A short break from the task, a cold beer (it's 35 Celsius today here in South Aus) and another look at the problem. Disconnect the plug from the relay box under the cowl and noticed the spade was not seated in the plastic plug correctly. Sorted it out and now have a function T&T. Thank the good Lord for small miracles.
