1987 Mariner 60hp power issues

Good day I recently got a 1987 Mariner 2 carb 3 cylinder 60 hp engine motor was completely redone from the bottom up I bought it from a local guy that does this stuff for a living idles great first night out with her noticed a slight boggling issue around 3k rpm after I applied more throttle it cleared boat accelerated had no issues after that took it out again a few days later engine did the same thing I was fishing so the engine wasn’t running continually it would happen a few more times that evening while coming back in cruising around 4700rpm doing 27mph engine stumbled like it was out of gas so I put the engine back in neutral and switched gas cans pumped the bulb back up engine stayed running gave it some throttle she stumbles then stalled I was able to restart but it kept dying then it wouldnt start at all check fuel flow vent screws all that stuff checked the can that I thought went empty to my surprise it was still half full so I switched fuel lines I always carry 2 just in case couldn’t get her started motor would just crank and crank I left it alone and me and my buddy started paddling tried it again about ten mins later still wouldn’t start another ten mins go by another boat came along side as I was getting to have her towed I tried again and this time she started I could get her in gear and move at idle speeds but if I applied more throttle she would bogg down again got her back to the guy I got it from he checked and saw she dropped the bottom cylinder was able to get spark with the timing light by the coil but not at The plug checked the wire seemed to be loose fixed good spark put her back in the water to test slow acceleration was able to over rev the prop on the engine the first couple of trips didn’t let her go past 5500rpm she still had a bit more throttle to go so left her below 5000rpm until I got get a bigger pitch The current one is 14p during this round of testing towards the end she would rev up but speed stayed the same so spun prop I never hit anything but possible it was just worn out and picked that time to go I got a 10p on her for further testing thinking she would easily over rev that one if she did with the 14p but she didn’t topped out at 5200 no matter the trim rpms built more easily with the 10p but still not like the first 2 runs with the bigger prop carbs were supposivly done when the engine was reassembled 140lbs compression in 2 cylinder and 138lbs on 1 coils test good all new stator cdi ignition system was all put on new the only thing I can think is maybe a sticking float in one of my carbs fuel filter is brand new as well and still looks clean timing was also set to specs I just wanted an opinion if the problem could be the float in my carbs

I should also mention I thought I might be the quick connectors letting air in so I bypassed them and plumber a fuel line direct to the filer still no difference and 2 out of 3 plugs are clean the bottom one that cut out now has a little bit of white ash on it now Engine has burned 25 litres of gas since I got it
