1987 Mercury Carburetor 60 hp problem

I was cleaning the inside of my carburetor and noticed that the brass plate on the upper half of the carb (right under the float and next to the needle) is loose. It isn't loose on the other carb. Does anyone know what it is for? Can I remove it, or should I Ieave it loose and give it a try? Thanks.

Sounds like a fuel baffle plate....just bend the tab a tad so it fit carb lip tighter and install new bowl gasket.

I don't really have anything to bend to keep it in place. You can see that little "rivet" broke free from the carb body. In the second picture you can see it removed. I thought there is a place on the plate I could wrap some thin aluminum and then wedge back in place and hope friction keeps it in place, or use some epoxy to keep it in place. It is only moving due to gravity.

I would drill out the broken bits and put in a new rivet.
