1987 Mercury not peeing

I just replaced the water pump and cleaned out the lower unit to make sure that everything was clear, and still my 1987 Mercury 20xd is not peeing... No water at all coming out of pee hole, but smoke is coming out of pee hole. I had the outboard in a barrel that was filled with water at least 6-7 inches over the water intake places. What else could be wrong with it?

And I also rookie the tube that goes from the engine to the water pump out and there wasn't anything blocking that tube. And the lower unit is Hooked up properly to the tube

Is the thermostat in otherwise take the thermostat housing off and see if water comes out while it is running. Did the old waterpump come out in one piece.

The impeller key is in and I took the thermostat housing off and tried it and there wasn't any water coming out of the thermostat hole. The old water pump wasn't broken or anything when I took it out neither

if your not getting water out of the T-stat hole, there is no water in the power head

did the tube drop out of the power head when fitting the lower back on with the guide tube?

No sir, I made sure to push the tube up into the block and then lined up the water pump into the tube. Could the impeller be in backwards maybe? Or would that matter?

Take the lower unit off and look at the pump put a pic up if possible. Then take a garden hose and blow through the water tube see if anything comes out the thermostat housing.

There are the pictures of the water pump. I hooked water up to the tube that goes to the block and water went through it and out the pee hole with a steady stream

Are both washers on the impeller one on top and bottom. Also your pump vanes were bent backwards when you put it back together do this, lube the metal housing with dish soap slather it in there. Take your right hand and make a fist around the shaft and turn the way your thumb is pointing while pushing down on the housing. This will force the vanes the right way. Also do you have the o-ring on the metal housing.

What o-ring? The kit I got didn't have any o-rings.. And I figured out why it wasn't peeing, the person who had the engine before me painted the water intake and water could barely get through it. I sanded the paint off and it is peeing now!

Should have been a large o-ring that went around the bottom of the metal housing.

Painted-over water intake is a new one to me. Good news on the peeing. I did an impeller repl. on a '73 9.8 and got a o-ring from a faucet repair kit.
