I have a 1987 Related with a 4 cylinder Volvo Pentagon motor. I just bought it and put a new battery in it but when I turn the key the lights come on but the starter will not engage. I made sure I was in neutral and changed some fuses. What can make the starter not engage?

I have juice to the starter. I was thinking either the starter is locked up or something like a neutral safety relay is bad. But I have no idea where to look for that relay or if it even has one.

If your starter is locked, indicator lights will dim noticeably when you try to start feeding battery current into a dead short.
Check starter brushes.
Also, look for loose or corroded connections. A corroded connection might pass enough current to illuminate an indicator lamp, but not enough to spin the starter. <--The same holds true for frayed wires. Say you have a wire with 20 strands and 15 of 'em are broken due to flexing or somesuch. Those 5 remaining strands are gonna get hotter'n a pistol and resist current flow when a high demand - like a starter, is placed on it.

I figured out the starting problem. Very touchy neutral. My new problem is I had the boat out today but the motor is overheating. It seems like there is no water coming in what could this be?

Did you proof read your post? What is a "Related" I know probably spell check or something.
I'll assume you have an I/O I'm no I/O expert but as I understand it an I/O has an impeller in the out drive and a pump on the motor. Then there is a Thermostat to regulate temperature.
Perhaps the belt on the pump at the motor is loose or broken.
You may want to move this to the Volvo section.
