1988 35hp no water with earmuffs after impeller change

I replaced my impeller as preventative maintenance and now I don’t get water out of the pee hole when the earmuffs are connected. If I submerge the lower unit I get a strong stream so I’m pretty sure the impeller is installed correctly. Prior to changing the impeller I had a steady stream when running it on earmuffs. Any ideas as to why it doesn’t now?

Are you sure your muffs are working correctly? Same amount of water and on the same as it was when it last worked?
