Plugs are wet? Does it smell like gas? If not, you have water in your fuel. Take the breather box off and pump the primer bulb. Does gas come out of the carbs? If so, you have a float needle/seat problem. If your plugs are wet with gas, you don't have sufficient spark, or your flooding your cylinders. Go to a parts store and get a spark gap tester. Set it to 3/8" and make sure your spark is strong enough to jump the 3/8" gap, If not, you have an ignition problem. I've attached a link to a diagram of your carb. When you cleaned the carbs, did you remove the plug #2 and clean the passages inside there? Did you remove and clean the jets thoroughly (#7, #13)? If not, you didn't clean your carbs.

Sorry----I guess I missed the fact that you " tried " new fuel pump in post #1------So post a video of motor running / idling and pictures of the wet plugs / carburetor.
