1988 90 hp johnson

I Have a buddie with a 1988 90 hp johnson. He Is having problems with cold starting the motor. He needs to spray starting fluid into the carb to get the motor going. But after it warms up the motor is fine and starts right up He thinks that his choke cable isnt fully choking the motor. any ideas on what could be wrong with this motor?

Firstly, never use starting fluid in your motor as you get no lubrication. What is your starting procedure ???

ken... I did look through the TSF I am not sure on what the staring procedure is, because it is not my motor. I have been looking around on the fourms and think it might be a sator problem but I am not sure because I have yet to look at it.

also is he using his primer. if it starts with spray, it is not stator, probably bad starting procedures.

His choke is manually through a cable. Not a switch. Could I test it out by putting my hand over the carb mouth and trying to start it?
