1988 90hp johnson SMOKES

my engine started and ran fine today but smokes and and after I shut her down was very hard to start, mechanic says its running to rich maybe and started hard due to oily/fouling a plug due to running rich. so he said I will need to adjust it..Can sum1 please advise on how to do this? p.s the secret file only deals with 1980 and prior my motor is 1988..

I'm surprised it hasn't already been recommended to you but disabling the vro would most likely be your best bet. This way you know with out a doubt your not over or under oiling your engine. Even on my engines that had a functioning vro pump I just went and disabled it before it became am issue. The last thing you want is for it to quit altogether and cook a perfectly good motor.

is it safe to say with the smoke that the pump is stil working? and where is most likely air leak going to be found or "best" places to start the hunt?

A fuel restriction can also cause it to smoke.

BOTH an air leak and a fuel restriction can cause it to smoke !!!

Some good comments. It's also possible that one or both of the thermostats are stuck open, causing the engine to run cold at idle. When it's running cold, combustion is not optimal causing it to smoke more.
