1988 Evinrude 70hp VRO stuck on Full throttle

I tried a search but only came up with a buch of low idle stuff so I figure it as time to ask the question.
I was out on the lake the other night and had to switch gas tanks because one ran dry. Once I switched the motor would not stay running. Did get it going but would only go about 5mph. Then emptied fuel filter and got it up to about 20mph but it sounded like it was only running on 2 cylinders and I had to keep the hood off our else it would die out. I was using an older metal gas can and figured it sucked up a bunch of crap from the bottom of the can. Got it home and replaced fuel filter, spark plugs, gaskets in the "air box" and the one between the air box and carbs (just because they were about 20 years old). I also took the carbs off and remove the bowels on the bottom and sparyed everything down with carb cleaner. Put it all back together and the as soon as you start it it runs on full and I mean maxed out crazy rpm full thottle. So I am guessing that something is stuck open but I can't figure out what. I dare not go any deeper into the carbs because someone told me I had to get a carb kit to rebuild them once I took them completely apart. It doesn't matter if the hood is on or not runs the same and it is running and firing correctly on all three cylinders.

Look at the linkage on the side of the engine, is the throttle arm back to the idle stop screw? Are the carb throttle plate's back to there fully closed position? With the control lever in neutral of course.

Yes the throttle arm is in the correct position and the carb plates are fully closed. It doesn't make a difference where the throttle is or what position the carb plates are in it just runs WFO. My manual is heavely water damaged but I will try to find how to sinc the carbs in the AM.

If the carb's are fully closed, and the mag. plate is fully retarded, I can't see how it could run wide open. Did you take the air box cover off to look at those throttle plate's. You may need a exorcist here.

All right you got me what is the mag plate? I have it off full throttle. The top carb plate was partially open and I loosened the screw on the top linkage and know it runs maybe half throttle and all the plates are in the same spot. I can control the power via the linkage arm on the carbs but it doens't matter what position the throttle is in so I am guessing I need to sync the carbs and linkage...unfortunetly my manual does not list the procedure...any suggestions?

Here is anothe stupid question. Is there supposed to be a connector rod between the little arm on top of the linkage rod that connects all three carbs and the funny shaped plate that connects to the engine case just behind the carbs. I can't figure out how the throttle is hooked to the carbs/controls the fuel.

Oh one more issue gas is pooring out of the little screen on top of the top/1st carb.


Yes I should have just taken it to a pro...that is why we have them.

That is exactly what it looks like...all though I think my carb likage plates are rotated to the top not the middle like yours. I will print off the picture and also is there instructions for the carb sync posted on here. Thanks for the help.

For future reference...... Running a VRO equipped engine out of gas allows the oil side of the VRO To continue pumping until the engine finally stops.

This allows the VRO to fill the carburetors with raw oil, on which the engine will obviously not run.... period! The cure is to remove the bolt/screw from the bottom front/side of the float chamber, drain out the oil, then pump the fuel primer bulb until the proper gas/oil mixture flows out all of the float chambers. You'll need to take proper measures to have all of that drainage cleared to avoid fire/explosion etc.

The above would have eliminated your present situation. Something to keep in mind.
