1988 Johnson 30 HP cooling

If no water is coming from the rubber tube on the back of the motor cowling, does that necessarily mean the water pump has failed? I had water and now I don't.

Question 2: what position does the choke selenoid lever be in to start...up or down?

There should be water coming out the exhaust relief holes on the back of the motor also. If there isn't the pump is not working. That should be a primer on that motor and the red lever needs to be inline with the primer body for it to work electrically> When the lever is at a 90 degs to the body it can be used manually.
