Most of the boats I've owned have had the lower bolt beneath the water line, requiring them to be sealed liquid tight.<br /><br />Based on the images mkaminski posted the anti-ventialation plate looks to be properly positioned (if not a bit high actually). The anti-fouling paint line would lead one to assume the water line is near that point when stationary. The lower mounting bolts would be under water.

Ditto AMD. Lots of boats have the bottom bolts underwater. On some race boats the top ones are close to being underwater!
