Most of the boats I've owned have had the lower bolt beneath the water line, requiring them to be sealed liquid tight.<br /><br />Based on the images mkaminski posted the anti-ventialation plate looks to be properly positioned (if not a bit high actually). The anti-fouling paint line would lead one to assume the water line is near that point when stationary.
