1988 lower unit

I recently picked up a refurbished lower unit and had a quick question. I haven't installed it yet. The propshaft/driveshaft will spin in both directions while in forward and reverse Is this normal or do I have a problem

That very confusing.-----Slow down and explain in more detail.-------Is this a 6 HP model or 300 HP.-----In forward gear hold the driveshaft.----Can you turn the propshaft a complete turn or not??

It is a 40hp. I have it sitting in my vice and I can grab the propshaft and turn it either direction and it does not catch. I've put it in forward and reverse, with the same result. You can feel the gears turning. I didn't know since it's not hooked to the motor if this is normal.
