1988 Mercury 35hp Outboard throttle Problems

I have a 1988 Mercury 35hp 2stroke outboard that will run fine, but the out of the blue it will bog down and barley go over idle at full throttle. If you keep driving the motor will eventually start running normal again. I can tell you that the motor idles high, but when I crank.it and its idleing high ethe motor will always run normal at full speed. If I crank the motor and its idleing low is when
I know it is not going to run right. I can also tell you the motor has a bad problem of flooding and i think.it may have something to do.with the carb but not sure. If anyonr could help I would greatly appreciate it.
