1988 OMC 502APRGDP I/O - bleeding power steering cylinder/actuator/lines

Just finished installing a new power steering cylinder and actuator. What's the process to bleed the power steering? Add power steering fluid to power steering pump and turn wheel at helm all the way to one side then all the way to the other - many times- with engine off?

with the engine running. pump needs to be turning, and for that, the motor needs to be running.
