1989 115 hp 4cylinder question

hi guys i recently bought a 1989 115 hp 4 cylinder outboard that has a thermostat and i started it up the other day and noticed that the water coming out the pee hose was weak and at times would stop completly . as soon as the water would stop i would shut it off ,but when i would start it up the water would come out again and then stop. is this the thermostat or should i have water coming out at all times.

Remove and check in pot of hot water make sure it's opening around proper temp, also check poppet valve is working properly

yea but should water come out pee hole at all times like an outboard without a thermo or does the water only come out when thermostat is open ex: when outboard reaches certain temp, because if i should have water all the time i would suspect the impeller rather then the thermo thanks for the help in advance
