A key factor in determining the right pitch for a prop is, Posting The Known Speed At Wide Open Throttle And The RPM The Engine is Turning At That Speed.
There are a lot of post's here by very knowlegeable people asking for this info, Only after they have this info, can they post a reasonable direction for a person to follow. They are not arrogant, actually the opposite they care enough that they want to give one the right advise.
Prop's are expensive, and can make a big difference in how a boat perform's. Several thing's come to mind, one would be to verify the tach's accuracy and two using a gps to verify the speed. (maybe borrow one?) If that cant be done well just make a run and post as much, sometime's those tool's just are not avaible and such is life.
My own personal experience's with I/O's were using a 4 blade prop gave me more satisfaction than a 3 blade, some of the feature's the 4 blade provided were smoother operation (less vibration) improved midrange response, better high speed turning, and it lifted the boat higher off the water resulting in a smoother ride in a 1-2 foot chop. This to me was a lot of gain over a 3 blade however i did lose 1mph @ wot

The Stilletto's have a lot of cup it will act like your going up 2 pitche's, at least in the Bay Pro series......
That volvo 4 blade is a good prop for the money; But i do not believe it has the tech of the newer Bay Pro.

Notice the hub size,i do not believe a 15" hub would do you any good here, anyway's good luck.........Your mileage may vary..........8)
