1989 200 evinrude high idle problem HELP! Please

I have a 1989 200 evinrude XP V6 that has been completely rebuilt top to bottom. It sat for a couple years so I drained drained all the gas from tank and carbs new fuel line... removed all the carbs and cleaned them. No clogged jets no clogged oraffices, float level and free... timing is 8 degree tdc at idle and i have tried to adjust the idle speed control and it will not idle correctly. It appears to be idleing around 1600- 1800 rpm on hose but also idels high in lake even making it hard to shift and catch nuetral. and occasionally it sneezes back out through one of the carbs. it has six plastice carbs that the linkage has been adjusted on and all 6 carbs the flaps are closed. I can not figure out how to get the idle down i have adjust idle speed control arm as much as i can anyone ever seen this or can give me a clue??? I am puzzled!

does your have the fast start feature? sounds like it is not cutting out after the motor warms. fast start is kinda like an automatic choke on a car, it idles high until it warms up then cuts out, and idles normally.

i do not know if i have fast start how would i know. it is a 1989 evinrude 200 XP is there a simple way to check? the carbs are completely closed wouldnt a feature like this have to somehow mechanically control the fuel or carbs? As i stated above it also sneezes while at idle but runs great wide open
could it be a vacuum leak between the carb mounting plate and the block?as i have run the carb linkage and idle advance as far back as it will go and it still will not slow it down. can you help me understand this fast start and what i might be looking for to check it or if i cna disconnect it to check that feature???

Quickstart changes the timing for cold starts, below 105f I think.
It gets the info from the temp sensors in the cylinder head, so disconnect those and check the timing with a light, then connect and see if the timing changes slightly.(cold engine).

The signal from the temp sensors goes to the power pack, so that could be the culprit also if this is the problem vs an air leak or poor link and sync.

also get a factory genuine service manual from outboardbooks.com or kencook.com or ebay, not clymer or seloc.

It will be money well spent.

I have a lean sneeze on one cylinder at idle. power head has less than 2 hours on it Compression on all 6 cylinders is 85 psi i have disasembled and cleaned all 6 carbs, replaced gaskets behind butterfly valves, sinked all butterfly valves they are all closed, new fuel filters, new plug. at idle it sneezes on that one cyclinder. If i take that plug wire off while idleing it stops sneeezing and idles fine. Carbs are clean clean clean. I ran a can of OMC engine tuner through it via shrader valve no change. i have checked all fuel lines I can not find a leak I am pulling my hair out trying to find cause anyone have any advice. also replace primer can seals and new shrader valve assembly.
