1989 85hp force won’t start

Hey folks,
Looking for some help my 1989 85hp force will not start after carb cleaning. The motor begins to kick then fizzles out after a half of a second. Outboard ran before cleaning (some minor hard to start occasionally issues) I’m a novice but handy but no clue where the issue may be. Could it possibly be the linkage tower? Idle screw (currently set to 1 1/2 turns out) ? If anyone could help that would be much appreciated!!!

The idle is set using the towershaft linkage. The "idle screws" are for the air/fuel mix at slow speed.
The air screws are usually set at 1 to 1 1/8 turn out. Most will run at that setting, but some need to be set more open than that. One customer had his set at 3 turns out???
A "kick" or backfire, cough, stutter means it's getting too much air or fuel.
