1989 90HP Evinrude V4 Rebuild

I am rebuilding a 1989 90HP Evinrude V4 and have a few questions on torque specs for the following:

Connecting rods... the book says 30lbs. Is the inch lbs or ft. lbs?

Block... book says 228 lbs. inch lbs or ft. lbs?

Cylinder Head:?

I also forgot to ask if there is a particular pattern when tightening the bolts?

Get an OEM book.

Connecting rod cap screws: 30-32 ft. lbs.
