Question should you be able to spin the prop clockwise by hand it the shifter is in forward gear

If it was a Merc you could but it would be clicking, it would lock up counter clockwise.

Maybe jerryjerry05 or Fishermark might know.

So when it's in forward gear it spins freely by hand in the clockwise direction when it's in reverse gear it spins freely counter clockwise

If it was a Mercruiser then yes and there would be clicking while turning. As for the VP I cannot say for certain.
