1989 Bayliner 2.3L engine stalls and will not stay running

I have had a couple of problems while on the water. The most recent one was that we were on the water all day and the boat was running fine. Was driving back to the dock through a no wake zone and the boat started to sputter and die. Would start right back up and was able to run it for a few feet and it would stall out. No misfire when engine was at idle. Then it would not start for a few minutes and kept trying and would get it to start and was able to limp it to the dock. Felt like a fuel pump going out in a car. I had a truck that had a bad fuel pump act the same way. Seems like it is not getting adequate fuel. I know there are other components in the fuel system of a boat engine so I am wondering where to start.

Had this issue. Turned out 2 of 4 ventry ports on the Rochester carb were blocked. Ran great while going but wouldn't idle properly. Used torch files with a cleaner to unblock ports and worked like a charm. Hope it works out for you.
