1989 Bayliner OMC 2.3L Ford - Initial Timing Setup

Question: When lining up Cam, Aux and Crank pulleys, if spec calls for -10 degrees BTC would I line up the crank to that position? I verified with timing light it is exactly -10. It runs but has no guts. My experience is electronics, not this - but thinking I should've set to 0 degrees on the crank adjusting final timing with distributor. Any thoughts to confirm, thanks.
