1989 Cobra 2.3l Ford Warm engine rough low speed/stall problem

Engine has all new ignition wires, points, condenser. Timing and dwell set spot on per OMC manual. Cold starts right up after a couple accelerator pump strokes to prime. Warms up and will run up to WOT, decelerate smoothly, settles to rough idle at 600RPM. Under load power on the river it seems ok. Thermostat working properly. Crankcase oil good/no signs of water mix. Return to dock and motor won't idle w/o stalling below 800RPM. Milky oil in valve cover and moisture drops form on top of flame arrestor. Hard start after it stalls almost like flooded. Carb was rebuilt to OMC manual specs. New fuel, filters, clear line and pressure at carb. Choke disabled in full open position. Any ideas on how to get this motor smoothed out?

I have an 87 king cobra 2.3. This sounds like a simple question but did you change the plugs.
