1989 Evinrude 120 questions

I just inherited a 1989 Stratos 289FS with a 1989 Evinrude 120. I replaced the water pump this past weekend. At idle and half throttle the tell-tale pisses a hard stream. At WOT it weakens and intermittently stops and restarts pissing. Inside the case there are three hoses that go to the tell-tale. This is on the water. My water pressure at my house sucks. Part 103 is the large hose and it isn't connected to anything. Is it supposed to be that way? If so what would cause the intermittent stream? I'm thinking a possible blockage. Could it be a thermostat issue and if so where would that be located?

There is a thermostat in the top of each head.----A water control valve on side of the block as well.-----That hose is not connected to anything.-----It is there to syphon out any flooding of engine compartment I believe.

Sometimes if a head gasket starts to leak it will pressurize the water passages with exhaust and overpower the water pump as the RPMs increase.

Thanks, next time I'm home I will check these items. She's definitely not over heating so, it's gotta be a minor thing.
