Dumb question time. If you have the heads off, what do the water deflectors in the cyl block look like ? Been in salt water. Hummmmmm ? Sorry, I just took a closer look at your picts and it looks like the heads are still on. The water deflectors are in the block underneath the heads. In salt water they tend to swell up and block cooling water passages. Actually the parts of the heads showen in the picts don't look that bad for salt water. If it was me I'd pull the heads off and take a good look.

In addition to checking for blockages in the water jackets around each cylinder as boobie has suggested, I'd pull the water cooled rectifier/regulator off the top of the block and have a look at the inside the crankcase.

Check your t-stats, one on each side, when you have them off, check all the water lines. Soak the stats in straight vinegar for an hour, you can check their operation with hot water and a thermometer, they should open at 140 c.
