1989 evinrude 225 trims up but not down

Okay, having a trim issue on my 1989 225 Evinrude outboard. <br />Trim worked fine in both directions in the carport, put the boat in the water and the trim down decides to stop working. There is no audible noise when the trim down button is pressed, however, the trim up button works fine. <br />Does this sound like a relay issue, and if so, where is the down trim relay located? Thanks.

Update.Found the relays. I switched the up relay with the down relay, and didn't get any response (no movement, no noise). When I tried to trim up using the down relay in place of the up relay, I could hear a clicking. <br />What else can I check that would be causing my lack of downwards trim?<br />And the relays looked relatively clean, but they had a sticky black coating on the prongs, what is this coating? Thanks.
