1989 Evinrude VRO40hp cranks but won't fire

I have a 1989 40 hp evinrude vro. It cranks but will not fire. I replaced the key switch, disco'd the kill switch. no fire at the plugs. any info on testing the system will be greatly appreciated.

KMNII.... Disconnect the main red electrical plug at the engine. Remove the spark plugs. Rig a spark tester, something to check the spark. The usual test gap would be 7/16". Crank the engine using a samll jumper between the battery side of the starter solenoid and the small 3/8" hex nut terminal (not the ground terminal).<br /><br />If you now have ignition, there's a short in the instrument wiring harness somewhere. If still no ignition (spark), remove the black/yellow wire that's connected to the powerpack, and crank & check again.<br /><br />If you now have spark, there's a short in the engine wiring harness. If still no spark, the usual culprit is a faulty powerpack.
