An engine running on half its cylinders will rev freely in neutral in a barrel or on muffs. Make sure you have spark on all cylinders. A compression check is certainly in order. Low compression means the engine cannot make power and throwing parts at it will not make it perform any better. Spraying deep creep into the carbs removes carbon from the combustion chambers but does nothing to clean the carbs. To do that they need to be removed, completely disassembled, soaked in carb cleaner, every passage cleaned and then blown out with compressed air. Reassemble with new kits. If you suspect the throttle isn't opening fully, remove the air box from the carbs, move the throttle wide open (engine turned off of course) and then check to see if the throttle plates are perfectly horizontal in the carb throat. If not, you need to do a link & sync procedure and for that you need a service manual for your engine. Just so you know -- adjusting the throttle cable is not how it's done but it is the last step of a quite long procedure.
