1989 Johnson 15...Flywheel trouble

I have a 1989 15 hp johnson electric start outboard. MOD # J15ELCEC I sheared off half of the woodruff Key for the flywheel. When this happened the flywheel jammed on the power pack and the charge coil for the ignition plate, causing the bracket that holds the min. idle screw to bend all out of shape. I bent it back and as best as I could matched the old woodruff key to a new one at the hardware store. I then reassembled the motor and it fired right up. It ran really well for about five minutes then it happened again. This time it did not damage the woodruff key but it broke the min. idle screw bracket. I dont know if I didn't tighten down the flywheel enough or if something else is wrong??? When I tightened the flywheel I put two bolts into holes in the top of the flywheel and put a pry bar between them so Im pretty sure I got it tight enough. Does anyone know the torque specs for the flywheel nut??? Any help would be greatly appreciated.

hardware store key are not hard enough, must be johnson part. also everything must be clean of any oil, etc. nut has to be torqued, or you will be doing it again.
