I have a 89' Johnson 110 VRO. I have replaced the VRO system and mix the fuel now. The lower carb is pouring fuel out and leaking every where. The motor still runs but fuel is going everywhere. I have pulled apart both carbs, cleaned them and tightened everything down. Any ideas why this is happening?

Needle valve not seating properly or the float level is not set correctly are the first two things that come to mind. Did you miss installing a welch plug? Gasket not installed correctly could cause issues too. You will need to pull the carb and take a look at it.

When looking at the carb there are 2 small outlets the seem to come from the bowl underneath, this is where the fuel is pouring out of, the top carb doesnt leak any, just the bottom. I have no idea what a welch plug is

The little silver caps that cover openings in the carb. When you buy a carb kit they supply new ones because you have to pry the old ones out. The cover passages that need to be cleaned.

So do you think that a carb rebuild will solve the problem?

You said you had the carbs a part. Did you reassemble the bottom one correctly? I don't know if you need a carb kit but if you damaged a gasket reassembling it than it might be a good idea to get one.

Yeah i put it all back together right, I just dont know why it's pouring fuel out. Is my fuel pump pushing to much fuel?

Does the carb rebuild kit come with a float?

This is the time frame that OMC started using plastic carb bowls. Perhaps your engine has them? Over time, the plastic bowls warp-causing leaks where them meet the carb bodies. If so, they should be replaced with aluminum bowls.

Yes they are plastic, but not leaking from there. The picture below isnt my carbs but look exactly the same. The arrow is where the fuel is coming out, those 2 metal pieces. Johnson carbs.JPG

Anyone have an idea why fuel would be pouring out of those 2 holes?
